Land O' Lakes, Fla.-(Newsradio 970 WFLA)-Pasco County deputies have arrested a man after finding a 17 year-old boy chained to a punching bag at his home here.
Investigators say 43 year-old Carlos Alvarez is charged with aggravated child abuse after admitting to punching the boy on his face and body numerous times. Deputies also say the teen had marks on him from being hit with a belt.
Pasco firefighters had to be called in to cut the chain to set the boy free. The boy is expected to make a full recovery.
Detectives say the abuse had been taking place since the boy returned to his home after running away this past weekend.
